The City of Loveland has hired a new City Engineer, Kelsey Richards.
Richards started April 15, replacing former engineer Cindy Klopfenstein. Klopfenstein accepted a position with the Village of Indian Hill in February 2024.
“The City Engineer position is an important role that interacts with residents, businesses, contractors, and our neighboring government agencies. Kelsey is eager to learn the ins and outs of the city to jump into project management. With this enthusiasm and her professional background, it was an easy decision for us to select Kelsey,” said David Kennedy, City of Loveland Manager.
Richards is a licensed Professional Engineer in the State of Ohio, a Certified Floodplain Manager, and a Qualified Data Collector through the Ohio EPA. She has 10 years of experience in local government, working most recently as the Plat and Drainage Engineer for Montgomery County (Ohio). She holds a Bachelor of Science in Construction Engineering Technology from the University of Toledo.
In addition, Richards has pursued extensive professional development. She is a board member of the Ohio Floodplain Management Association, a trustee on the Trenton Community Improvement Corporation, the marketing chair for the Ohio Stormwater Association, and a graduate of the Greater Dayton Environmental Leader Program.
