In accordance with Ohio’s Public Records Act (Ohio Revised Code § 149.43), law enforcement agencies are permitted to impose charges when preparing video records for inspection or production. The key provisions are as follows: Permissible Charges: Agencies may charge up to $75 per hour and a maximum of $750 per request. These charges are intended to cover the actual costs of activities such as retrieval, downloading, review, redaction (e.g., blurring or obscuring), seeking legal advice, and production/duplication. Estimation and Payment Process: We are required to provide you with an estimated actual cost within 5 business days of receiving your request. Upon receipt of the estimate, production will commence only once the estimated amount is paid in full. If, during processing, the actual cost exceeds the estimate, we may charge up to 20% more than the estimated cost, but no more.
